In 1922, the US Forest Service offered over 890 million board feet of lumber by bid and one of the conditions was the building of an 80-mile railroad through undeveloped country. The original winner was the Malheur Railroad that went bankrupt and the Hines Lumber Company picked up the pieces from 1929-1984 and operated the line as a subsidiary.
